In a recent opinion paper, it was argued that individuals with multiple retractions or a record of academic misconduct should not serve as editors, including as editors-in-chief, on the editorial boards of scholarly or academic journals. As a first step towards appreciating how such a policy could be applied in practice, the presence of 30 individuals listed on the Retraction Watch Leaderboard on editorial boards was screened. Six cases are highlighted to gain an appreciation of the potential reputational (...) risks that journals and publishers might incur by including individuals with a tainted academic record on editorial boards. Given the reputational, legal and other risks associated with this type of assessment and decision, more formal positioning and guidance are needed by global ethics policy-related bodies such as COPE, the ICMJE, and the CSE, even more so in journals that claim to follow these organizations’ ethical guidelines. In the academic world, despite their corrective nature, there is still a negative stigma attached to retractions, even more so if they are based on ethical infractions. Editors-in-chief and editors are role models in academic and scholarly communities. Thus, if they have multiple retractions or a record of academic misconduct, this viewpoint argues that they should not serve on journals’ editorial boards. Introduction to vol 5, no. 2 This edition begins with a tribute to Brian Goodwin. Brian was not only an original member of the editorial board of Cosmos & History, but was the patron of the Joseph Needham Centre for Complex Processes Research from within which this journal was conceived. His work and life symbolizes all that the journal stands for. The central question that Brian was concerned with throughout his life was: What is life? It seems appropriate (...) therefore to retrospectively dedicate last year’s two volume special edition on this question to him. However, I believe that this edition of Cosmos & History would also meet with his approval. If there is a theme uniting the papers in this edition it is the problematic state of existing disciplines and the fruitfulness of transcending disciplinary boundaries, something that was of increasing concern to Brian. It gives me great pleasure and honor to introduce myself as the incoming Editor-in-Chief of Polis: The Journal for Ancient Greek and Roman Political Thought. For the last decade I have served as an Associate Editor and the Book Review Editor of the journal. I am very excited about charting new paths for the journal, while continuing to publish first-rate scholarship in our area strengths. Although ‘polis’ is a Greek word that identifies a specific Greek historical political institution, in many (...) important ways the culture of Greek political thought interacted with the political culture of Regal, Republican, and Imperial Rome through Greek settlements in the Western Mediterranean, Roman military conquest, and cultural Hellenization. In the last year the editorial staff of Polis decided to expand the domain of our journal to include scholarship on Roman political thought and Greek-language political thought from the Hellenistic and Roman Imperial periods. Although Polis has been publishing reviews of books devoted to these new domains for several issues, it is quite gratifying to publish an entire special issue, edited by Grant Nelsestuen and Associate Editor Daniel Kapust, devoted to Roman political thought. Additional articles on Roman political thought are in the journal’s publication queue and we look forward to becoming an important venue for the publication of original scholarship and book reviews on Roman political thought and its subsequent reception, along with our original remit for Greek political thought and its reception. The editorial staff of Polis has undergone a number of changes in conjunction with my new role. First and foremost, my mentor and predecessor Kyriakos Demetriou has retired from the position of Editor-in-Chief and become a member of our Editorial Board. I have had the privilege of working with Kyriakos for over 15 years, during which time he transformed the newsletter of the Society for Ancient Greek Political Thought into a pre-eminent peer-reviewed academic journal. I may only hope 15 years from now, that Polis has continued to grow as a source for landmark scholarship on Greek and Roman political thought. During the editorial transition, Associate Editors Rosanna Lauriola and Essam Safty have left our editorial staff. Imagine that you are part of the editorial board of a young bioethics journal committed to publishing open access (OA) and to ensuring accessibility to high quality and innovative scholarship. To support junior and interna- tional scholars who might not otherwise find places for their work in the leading Western bioethics journals, you do not charge author fees. Imagine also that you have no financial resources to pay for a professional website, auto- mated submissions manager, or even a (...) part-time coordina- tor: Your government has cut all grants for journals, you cannot go to industry for private funding because of the evident risk of apparent conflicts of interest, and your strapped-for-cash institution cannot afford to offer you any support. If one of the major publishers were to approach you to sign a deal, the temptation would be strong to accept. However, this would likely mean putting aside your ideals: It would be impossible to stay a “Green OA” publication (i.e., free of author publication charges) or supportive of junior and international scholars (because of pressures to “increase credibility” through artificially high rejection rates, for example). This is a review of Survey of the State of the Art in Human Language Technology, [editorial board: Ronald Cole (editor-in-chief), Joseph Mariani, Hans Uszkoreit, Annie Zaenen, Victor Zue], Cambridge University Press (Studies in Natural Language Processing) and Giardini Editori e Stampatori in Pisa (Linguistica Computazionale, volumes XII-XII1), managing editors: Giovanni Battista Varile and Antonio Zampolli, Cambridge University Press, 1997.

This book focuses on issues in epistemology, semantics and logic with Quine’s views always setting the themes, even if Quine does not always remain quite at center stage. Gochet, Professor at Liège and Secretary to the Editorial Board of Logique et Analyse is a prominent of Quine’s views in Europe. The author does not aim to take up the whole of Quine’s philosophy here. Rather, the aim is to “focus on a few central themes...and to treat them thoroughly.” (...) Continental Europe not only recognizes Quine’s importance, then, but it is prepared to talk back: a point which has become increasingly evident in the wake of several recent works on Quine by W.K. Essler (1975), J. Largeault (1980) and Henri Lauener (1982). Gochet has made an earlier contribution to this in the form of his Quine en Perspective (1978) and its German translation (1984). But the present volume is not a further translation of the earlier work. Rather, the author “tried to avoid overlap.”. (shrink)

Philosophy has a language problem. A recent study by Schwitzgebel, Huang, Higgins and Gonzalez-Cabrera (2018) found that, in a sample of papers published in elite journals, 97% of citations were to work originally written in English. 73% of this same sample didn’t cite any paper that had been originally written in a language other than English. Finally, a staggering 96% of elite journal editorial boards are primarily affiliated with an Anglophone university. This is consistent with earlier data suggesting that (...) journal submissions from countries that are outside the Anglophone world and Europe have disturbingly low chances of being accepted. The route forward is not entirely clear. What is clear, however, is that this structural disadvantage deserves closer philosophical and empirical attention. We owe this to current and future members of our philosophical community who speak English non-natively. We also need this if we want to make sure philosophy is enriched by a diverse group of thinkers who have a grasp of different languages, and of the cultures strongly associated with them. (shrink)

A fake news story can travel half way across the world as the truth puts on its socks. There are myriads of challenges facing journalists in spotting fake news hence its wide proliferation. Fake news has become a prominent subject of enquiry especially following its alleged influence of the 2016 general elections in US. Unfortunately, research on fake news has focused on social media, politics, elections, and economies. Few studies have focused on the challenges that TV journalists face in spotting (...) fake news prompting this study. The specific research question was; what are the challenges facing television journalists in spotting fake news in Kenya? The study adapted a relativist-constructivist/interpretivist ontology and epistemology, qualitative approach and multiple case study methodology. Data was generated through in-depth interviews, direct observation and documents review. The study used purposive sampling to generate data from 16 journalists. Data was then analysed in themes and presented in narrative form. Key findings were that in spotting fake news, journalists faced challenges like; loss of viewers, lack of authoritative contacts, sources who gave fake news for personal, business, political, and economic benefits, ability of fake news to camouflage real news, speed of fake news, typologies of fake news, live reporting, inexperienced correspondents and interns, and social media. The study concludes that the challenges facing journalists in spotting fake news were majorly based on sources, technology, education, skills and training, and its typology. The study therefore recommends that editorial boards invest in experts to train journalists on styles, architecture, propagation and use of fake news, inoculation of journalists and audiences, raising fake news literacy levels, and use of technology based approaches like reverse search and fact checking sites. Our letter points out several critical problems with Cofnas's article, which we believe should have either disqualified the manuscript upon submission or been addressed during the review process and resulted in substantial revisions.

The purpose of our letter is not to invite Cofnas’s contribution into a broader dialogue, but to respectfully voice our concerns about the decision to publish the manuscript, which, in our opinion, fails to (...) meet a range of academic quality standards usually expected of academic publications. The Hanford Advisory Board (HAB) is a broadly representative, deliberative body that provides formal policy advice on Department of Energy (DOE) proposals and decisions at the Hanford nuclear cleanup site near Richland, Washington. Despite considerable skepticism about the effectiveness of citizen advisory boards, we contend that the HAB offers promising institutional innovations. Drawing on our analysis of the HAB’s formal advice as well as our interviews with board members and agency officials, we explore the HAB’s unique design, outline (...) a normative framework for evaluating participatory institutions, and assess the HAB’s effectiveness in rendering the DOE accountable to the local public. Some international researchers assume that there is a lack of ethical review of research in many countries of the Global South. However, numerous African countries have recently introduced local and national research ethics guidelines. This article unpacks how ethical reviews of research in education are negotiated in a higher education institution in Ethiopia. It employs a critical analytical lens to challenge some of the assumptions of Beaty’s (2010) Institutional Review Board (IRB) stakeholder model. The article begins with a discussion (...) of the limitations inherent in the IRB model. Critical analyses of institutional documents and non-confidential, off-the-shelf IRB minutes are also conducted. The analysis shows that researchers within the medical and health sciences disciplines have well established organisational engagement when it comes to handling issues related to research ethics. However, limited representation of the educational and social and behavioural science disciplines remains a challenge. Furthermore, ethical issues in conducting educational research are hardly addressed in the national guidelines for granting research ethics approval. This results in further marginalisation of the contributions of educational research to knowledge production. (shrink)

Increasingly, post-inquiry involves taking seriously multiplicities of humans, nonhumans, more-than-and-other-than-humans, multispecies and natureculture entities, including viral, microbial, elemental and atmospheric relationalities. The individual papers in this Special Issue, this editorial, and the Special Issue as a whole attest to this imperative pull to the collective-collaborative in seeking to explore the entangled relations of/between feminisms and the ‘posts’. Increasingly, the high throughput technologies used by biomedical researchers are bringing about a situation in which large bodies of data are being described using controlled structured vocabularies—also known as ontologies—in order to support the integration and analysis of this data. Annotation of data by means of ontologies is already contributing in significant ways to the cumulation of scientific knowledge and, prospectively, to the applicability of cross-domain algorithmic reasoning in support of scientific advance. This very success, however, has led to a (...) proliferation of ontologies of varying scope and quality. We define one strategy for achieving quality assurance of ontologies—a plan of action already adopted by a large community of collaborating ontologists—which consists in subjecting ontologies to a process of peer review analogous to that which is applied to scientific journal articles. W. V. Quine is arguably the intellectual father of contemporary naturalism, the idea that there is no distinctively philosophical perspective on reality. Yet, even though Quine has always been a science-minded philosopher, he did not adopt a fully naturalistic perspective until the early 1950s. In this paper, I reconstruct the genesis of Quine’s ideas on the relation between science and philosophy. Scrutinizing his unpublished papers and notebooks, I examine Quine’s development in the first decades of his career. After identifying three (...) commitments supporting his naturalism—viz. empiricism, holism, and realism—I piece together the evolution of Quine’s position by examining the origins of these commitments one by one, showing how his early views gradually evolved into the mature naturalistic position that would have such an enormous impact on post-war analytic philosophy. In what follows, I suggest that, against most theories of time, there really is an actual present, a now, but that such an eternal moment cannot be found before or after time. It may even be semantically incoherent to say that such an eternal present exists since “it” is changeless and formless (presumably a dynamic chaos without location or duration) yet with creative potential. Such a field of near-infinite potential energy could have had no beginning and will have no end, (...) yet within it stirs the desire to experience that brings forth singularities, like the one that exploded into the Big Bang (experiencing itself through relative and relational spacetime). From the perspective of the eternal now of near-infinite possibilities (if such a sentence can be semantically parsed at all), there is only the timeless creative present, so the Big Bang did not happen some 13 billion years ago. Inasmuch as there is neither time past nor time future nor any time at all at the null point of forever, we must understand the Big Bang (and all other events) as taking place right here and now. In terms of the eternal now, the beginning is happening now and we just appeared (and are always just appearing) to witness it. The rest is all conscious construction; time and experience are so entangled, they need each other to exist. (shrink)

The chapter draws a very rough (and rather idiosyncratic) map of the terrain of the contemporary scene in the philosophy of language, as it was set out in the work of Frege, Russell and the early Wittgenstein – the presupposed common background, taught to beginners in the discipline, for the themes to be further explored from a present-day perspective in the rest of the book. The chapter outlines some core issues as they are presented in the insightful systematic articulation of (...) Frege’s and Russell’s themes in Wittgenstein’s Tractatus Logico-Philosophicus. Then it sums up the main issues, describes some contributions to them in Frege, Russell, Wittgenstein and other historical landmarks, and indicates how they are approached today, as presented in the book's chapters. For a transitional market with a short history like that of Vietnam, corporate governance is a critical area of improvement. The issuance of Circular 121 in 2012 marked an important milestone of corporate governance reform in Vietnam as it includes stricter and more well-defined regulations learned from international best practices. Among them is the requirement that independent directors should make up at least one-third of the board of directors. Although improving financial reporting is not at the heart of Circular (...) 121, this Circular is expected to reduce earnings management through the mandatory requirement of board independence. Using data collected from a sample of 523 non-financial listed firms from 2009 – 2016, this study finds no significant relationship between earnings management and the proportion of independent directors, and Circular 121 has no impact on this relationship. These results are consistent across different regression approaches and various robustness tests, suggesting that board independence and corporate governance reform are not effective tools in mitigating earnings management. The declaration of the COVID-19 pandemic by the World Health Organization on March 11, 2020, led to unprecedented events. All regions of the world participated in implementing preventive health measures such as physical distancing, travel restrictions, self-isolation, quarantines, and facility closures. The pandemic started global disruption of socio-economic systems, covering the postponement or cancellation of public events, supply shortages, schools and universities’ closure, evacuation of foreign citizens, a rise in unemployment and inflation, misinformation, the anti-vaccine movement, and incidents of discrimination (...) toward people affected by or suspected of having coronavirus disease. Attempts have been made to protect the oldest age group at risk, but in many cases, this has led to over-restriction and age discrimination. The rationale for working on the Research Topic "Socio-economic systems in the post-pandemic world: Design thinking, strategic planning, management, and public policy" was the need to start reflecting on resilience and lessons learned from this public health event that revealed the global unpreparedness in critical areas. Also, the pandemic triggered both top-down and bottom-up responses that needed more in-depth analyzes. This Research Topic covers interdisciplinary contributions addressing new thinking, challenges, and transformations required for post-pandemic global, national, regional, and local realities. The presented Research Topic combines studies focused on recognizing the actions and interventions leading to the recovery of socio-economic systems during the tail end and after the pandemic. The studies delivered recommendations regarding, among others, the care of vulnerable, planning socio-economic restart, and imagining the "new normal.". (shrink)

Perceptual neuroscience has identified mechanisms of perceptual grouping which account for the ways in which visual sensitivity to ordered structure and regularities expresses itself, in behavior and in the brain. The need to actively construct order, notably representations of objects in depth, is mandated as soon as visual signals reach the retina, given the occlusion of retinal signals by retinal veins and other retinal elements or blur. Multiple stages of neural processing transform fragmented signals into visual key representations of 3D (...) scenes that can be used to control effective behaviors. Since our survival depends on our ability to pick up order in the physical world, and since we conceive the physical world as an ordered one, our perception must somehow be sensitive to order. Music impinges upon the body and the brain and has inductive power, relying on both innate dispositions and acquired mechanisms for coping with the sounds. This process is partly autonomous and partly deliberate, but multiple interrelations between several levels of processing can be shown. There is, further, a tradition in neuroscience that divides the organization of the brain into lower and higher functions. The latter have received a lot of attention in music and brain studies during the last decades. Recent (...) developments in neuroimaging techniques, however, have broadened the field by encompassing the study of both cortical and subcortical processing of the sounds. Much is still to be investigated but some major observations seem already to emerge. The domain of music and emotions is a typical example with a major focus on the pleasure that can be derived from listening to music. Pleasure, however, is not the only emotion that music can induce and the mechanisms behind its elicitation are far from understood. There are also mechanisms related to arousal and activation that are both less differentiated and at the same time more complex than the assumed mechanisms triggering basic emotions. It is tempting, therefore, to bring together contributions from neuroscience studies with a view to cover the possible range of answers to the question of what pleasurable or mood-modifying effects music can have on human beings in real-time listening situations. The idea about this special issue came from a paper published as an updated and upridged version of an older memorial lecture given by Brian D. Josephson and Michael Conrad at the Gujarat Vidyapith University in Ahmedabad, India on March 2, 1984. The title of this paper was “Uniting Eastern Philosophy and Western Science” (1992). We thought that this topic deserves to be revisited after 25 years to demonstrate to the scientific community which new insights and achievements were attained in (...) this fairly broad field during this period. This is the editorial for a special volume of JETAI, featuring papers by Omohundro, Armstrong/Sotala/O’Heigeartaigh, T Goertzel, Brundage, Yampolskiy, B. Goertzel, Potapov/Rodinov, Kornai and Sandberg. - If the general intelligence of artificial systems were to surpass that of humans significantly, this would constitute a significant risk for humanity – so even if we estimate the probability of this event to be fairly low, it is necessary to think about it now. We need to estimate what progress we can expect, (...) what the impact of superintelligent machines might be, how we might design safe and controllable systems, and whether there are directions of research that should best be avoided or strengthened. Even those who consider themselves lucky to have escaped trauma, long-term illness and death, have experienced radical changes to their conception of life in its relation to public and private domains due to the COVID-19 pandemic. When public space turned into a dangerous realm, private interiors were assigned a new role and with these shifts, also new questions about the relation of interiority to any type of exteriority emerged. The first four contributions in this ‘Projected Interiorities’ issue of Technoetic Arts (...) (TA) reflect from an architectural and urban point of view on the conception of the public and private, their past, present and future. Yet, the pandemic contributed more widely to a re-evaluation of interiority, not least because the public and private realms seemingly coalesced via digital processes. While this journal issue cannot cover all these questions, it indicates the range of the pandemic turn in thought, collecting contributions from theory and practice, including architecture, art, philosophy and literary studies. With authors of a variety of disciplinary backgrounds based in China, India, Norway, France, the United Kingdom and the United States, this issue of TA covers not only a multiplicity of methodological approaches but also diverse regional and cultural perspectives on the idea of ‘Projected Interiorities’. The papers in this special issue are all descended from papers presented at the second Online Consciousness Conference. I founded the Online Consciousness Conference at Consciousness Online (http:// consciousnessonline. wordpress. com) in 2008 mostly because no one else would. Being inspired by the Online Philosophy Conference, I mentioned to several people that it would be great if we had something like that in Consciousness Studies. People I talked to were very enthusiastic but no one seemed like they wanted to initiate (...) the process. I figured I would give it a shot and have been pleasantly surprised by the results. Papers from the first conference were published in a special issue of the Journal of Consciousness Studies, papers from the second are in this special issue, and papers from the third conference (2011) are due to come out as a book in Springer’s series Studies in Brain and Mind. As I write this I am planning the fourth conference for February 2012. There is no way I could have known back in 2008 how well the conference would be received but I am grateful for that reception. This dossier emerges as an attempt to understand our current plight in which we necessarily failed. Some figures were transformed in escapist lines that brought confrontation within our reach in face of these "blockaded access future", where the body – the personal and the aggregate, in different communal places – screams at the top of lungs or remains silent in a fierce pursuit of life, cutting off these pandemic geographies of feverish horizons. An introduction to the special issue of the Erasmus Journal for Philosophy and Economics: "On the Very Idea of a Just Wage".

The indirect costs of the COVID-19 pandemic, specifically extended work absenteeism and possible loss of productivity, are discussed focusing on the research community and its publishing. We suggest that the community should learn strategic and innovative decision-making as well as crisis management from business management to think ahead, especially about working effectively and being productive in times of crisis. The main challenges are: -/- 1) communicating scientific and credible information about the pandemic, 2) focusing on being productive to provide some (...) certainty, and 3) adopting a new mindset and being open to unexpected opportunities. This is the editorial to the special edition of Cosmos and History on 'Regaining Sanity'.

Multinational companies commonly and increasingly undertake their research in low and middle-income countries through commercial clinical research organizations (CROs). The involvement of these scientific middle men complicates the application of the theories of justice. We examine those complexities, and conclude that while the difficulties are not immune to analysis in terms of these theories, the theories have to be deployed in new ways in order to be useful in the new commercial world.

Right-node raising of anaphors and bound pronouns out of coordinations, as in "Every student likes, and every professor hates, himself / his neighbors" is judged more acceptable in German and Dutch than in English. Using combinatory categorial grammar, this paper ties the cross-linguistic difference to the fact that German and Dutch are V-2 languages, and V-2 necessitates a lifted category for verbs that automatically caters to the right-node raised duplicator. The same lifted category is optionally available in English, but it (...) is not needed for independent syntactic purposes. (shrink)

Complex problem solving (CPS) and related topics such as dynamic decision-making (DDM) and complex dynamic control (CDC) represent multifaceted psychological phenomena. In a broad sense, CPS encompasses learning, decision-making, and acting in complex and dynamic situations. Moreover, solutions to problems that people face in such situations are often generated in teams or groups. In turn, this adds another layer of complexity to the situation itself because of the emerging issues that arise from the social dynamics of group interactions. This framing (...) of CPS means that it is not a single construct that can be measured by using a particular type of CPS task (e.g. minimal complex system tests), which is a view taken by the psychometric community. The proposed approach taken here is that because CPS is multifaceted, multiple approaches need to be taken to fully capture and understand what it is and how the different cognitive processes associated with it complement each other. The is the Editorial of the 2015 JPBMB Special Issue on Integral Biomathics: Life Sciences, Mathematics and Phenomenological Philosophy.

Regulation is nothing without enforcement. This particularly holds for the dynamic field of emerging technologies. Hence, this article has two ambitions. First, it explains how the EU´s new Artificial Intelligence Act (AIA) will be implemented and enforced by various institutional bodies, thus clarifying the governance framework of the AIA. Second, it proposes a normative model of governance, providing recommendations to ensure uniform and coordinated execution of the AIA and the fulfilment of the legislation. Taken together, the article explores how the (...) AIA may be implemented by national and EU institutional bodies, encompassing longstanding bodies, such as the European Commission, and those newly established under the AIA, such as the AI Office. It investigates their roles across supranational and national levels, emphasizing how EU regulations influence institutional structures and operations. These regulations may not only directly dictate the structural design of institutions but also indirectly request administrative capacities needed to enforce the AIA. (shrink)
